El Molinillo Los Laures – great mix of foreign and Paraguay cuisine
Beef Club Parrilla – best steaks
La Burgueria – best burgers, meh fries and one of the waiters is kind of a dick if you don’t speak good Spanish
La Burger Factory – good burgers and beer if you’re on low budget. Staff speaks a bit of English.
Villa Morra Park – outdoor place with all sorts of food stalls (steaks, burgers, sushi, sandwiches, arab food, grilled meat, beer…). Great for families with kids because of the playground.
Restaurante Su – (fairly) authentic Korean food
Frida Mexican Food – good Mexican food and slightly cheaper than other Mexican restaurants
Ramen Keiko – authentic Japanese ramen
Mercado Oyenard – fancy-ish Italian restaurant. Great pasta, pizza not so much (unless you like Neapol style pizza)
Lido Bar – traditional Paraguay dishes, very local
La Provista – nice outdoor place. Mix of Paraguay, Italian/foreign dishes. Massive lasagna!
Bar Leo – must go for mbeju (Paraguay’s treasure – corn “pancake” filled with cheese and veggie/ham/etc). Ridiculously cheap bottled wine, super nice staff, best bang for your buck.
Bacon Steakhouse (in front of Hotel Five) – good introduction to Paraguay if you just arrived. Good burgers and grilled meat, cheap beer. Good hangout spot after Bar Leo closes.
