Liberation Travel offers you the liberation & adventure all-inclusive plan in Paraguay during just a one-week visit which starts your Paraguayan residency — temporary residency first, converting to permanent residency after two years (and potentially your Paraguayan citizenship/passport three years after that) — as well as the Paraguayan bank account.

WHY PARAGUAY?

Paraguay is probably a perfect country for residency because:

  • Paraguay is a territorial tax jurisdiction for natural persons. There is no tax on foreign income in Paraguay – this can be particularly useful for crypto holders who often convert their crypto into fiat.
  • Obtaining Paraguayan permanent residency is the easiest and cheapest process in the world (about 2x cheaper than in Panama). Unlike Panama, you do not need to open a bank account or incorporate a local company.
  • One 3-day visit to Paraguay is enough to start the process: we file your temporary residency application and take the biometrics for your cédula during that same visit, and our attorneys then collect the issued documents with a power of attorney and deliver them anywhere in the world. Temporary residency runs for two years; in months 21–24 you convert it to permanent residency, which since 6 July 2026 also requires documented proof of economic solvency (DNM Resolution 407/2026) — the full rules are here.
  • Paraguay is not on the EU embargo list (like Panama), so money transfers from EU banks to Paraguay work smoothly.
  • Paraguay is not part of the CRS (Common Reporting Standard) automatic exchange of financial account information. It has signed the OECD Convention on Mutual Administrative Assistance in Tax Matters, so information can still be exchanged on request (in force since 1 January 2022).
  • Cancellation of your EU residency has many advantages. They vary from country to country, but in many European countries it means, for example, no compulsory military service, no obligation to be a customer of health care oligopolies and no social security monopoly.
  • In addition, two new continents will automatically become your new home – the EU.
  • The EU, where your EU citizenship will allow you to stay indefinitely without any permits, and South America, where your Paraguayan identity card will allow you to move freely without a passport.
  • The possibility of choosing the most suitable global international health insurance for you.
  • It is still possible to manage your European companies in most countries (e.g. using the “alternative authenticator for foreign residents” in the case of Slovakia).

Of course it is. We give excellent feedback to all the countries whose people have decided to give up their permanent residency and prefer the Paraguayan one. If a lot of people decide to change their permanent residency, then there is something wrong with their home countries. And it is a clear signal to their governments to do something to be more attractive to all these people.
Paraguayan permanent residency is the cheapest in the world and can be afforded by most people in the developed countries of the EU.

Paraguay is still one of the cheapest and most straightforward residency processes in the world, but since Law 6984/2022 it runs in two stages.

You visit Paraguay once for three working days: we file your temporary residency application and take the biometrics for your cédula during that same visit, then collect the issued documents with a power of attorney and deliver them anywhere in the world.

Temporary residency is granted for two years. In months 21–24 you apply to convert it to permanent residency, and since 6 July 2026 that conversion requires documented proof of economic solvency under DNM Resolution 407/2026.   1. Birth certificate (if you can’t find it, it doesn’t matter, you can ask for a copy).
  2. Valid passport. We recommend that you have two passports if your home country supports this.
  3. Criminal records from your home country and country of residence (maximum 6 months old for all visits).
  4. Marriage certificate (optional).
All these documents must be legalised for international use, translated into Spanish and apostilled. This process is fully covered by our agency.

Economic solvency is not assessed at the temporary stage — it becomes mandatory only when you convert to permanent residency (DNM Resolution 407/2026, in force for applications filed from 6 July 2026).

We do not work for politicians and politically exposed persons. We therefore reserve the right for background checking on our clients.

If you give up your permanent and tax residency in your home country (officially you should not be there more than 6 months per year), with your Paraguayan permanent residency as a physical person you are not obliged to pay any taxes on your personal foreign income.

We recommend that you use your Paraguayan identity card and proof of address at all your crypto exchanges.

Any (not only) crypto income from Paraguay is tax-free for the Paraguayan tax office.

Therefore, both permanent travellers and crypto holders can appreciate this.
