A rejected application. A missing apostille that gets you sent home from the immigration office. An agency that has nothing more to offer once your cédula is issued. A non-standard situation nobody knows how to solve. We keep hearing these stories from people who arranged temporary or permanent residency in Paraguay on their own or through a local agency.
In this article, I will sum up how our Paraguay residency service through Liberation Travel is different from other agencies. At the end you will find an overview of the unique services the competition does not offer.
1. Document preparation and checking of documents issued abroad
Clients from Czechia and Slovakia can have us prepare all their documents under a power of attorney, in exactly the form the Paraguayan immigration office accepts. A single missing translation or apostille otherwise means a wasted trip to Paraguay.
Our people in Paraguay can check all your documents in advance and, if anything is unclear, consult the Paraguayan immigration staff directly.
We can also deal with specific problems, such as changing a client’s name after obtaining residency, obtaining visas for clients who need them to enter Paraguay, or arranging the necessary documents for Ukrainian clients whose consular services abroad are suspended.
For clients who, for various reasons, have difficulty getting their documents apostilled in their own country, we can arrange an international apostille, which the Paraguayan authorities accept.
2. Express processing of the cédula in one visit, together with the application for temporary or permanent residency
In one visit, we can take our clients’ fingerprints together with the application for temporary or permanent residency and then apply for the cédula on their behalf straight away. Based on the necessary powers of attorney, we can collect all issued documents for our clients and deliver them anywhere in the world.
This means that, compared to other agencies, we save you one extra visit when applying for temporary residency and two extra visits when applying for permanent residency. Normally you have to come back to Paraguay after the temporary or permanent residency is approved and apply for the biometric cédula in person. We do all of this for you as part of our express service. Bear in mind, though, that since Paraguayan police resolution No. 717/2026, issuing the cédula takes up to 90 working days, roughly four months.
The one exception to the express service, in force since 1 April 2026: it does not cover an extension (prórroga) of temporary residency for a further two years. That needs one visit to file and another, about a month later, to collect the new temporary cédula. New temporary-residency applications and permanent-residency applications are unaffected.
3. Secure delivery of documents from Paraguay: DHL, or a trusted person through Encomienda
Most agencies send documents from Paraguay to Europe only through courier companies such as DHL. We have real-life experience of European customs officers opening envelopes and photographing the documents inside, which we consider a serious invasion of our clients’ privacy.
That is why our clients can choose. Either we send their documents via DHL, where the parcel goes through regular customs clearance and customs officers may open it. Or a trusted person from our community carries them personally, in a sealed envelope in their luggage, through our Encomienda service, which no other agency offers.
Encomienda incentivizes our verified clients who travel between Paraguay and Europe to act as trusted couriers. It works as an escrow service and uses Bitcoin Lightning: the sender pays the reward up front, the money is held in escrow, and the courier receives it only after the parcel is delivered. The courier travels as an ordinary passenger and, where the rules require it, properly declares the parcel at customs. Using Encomienda requires registration in our client zone at liberation.services.
Based on a power of attorney, we can collect all your documents in Paraguay. Once an Encomienda courier brings them to Europe, we forward them to your home via Packeta. If you choose a courier company instead, we deliver them via DHL or FedEx.
4. Remote tax registration and automated non-zero declarations
Once your Paraguayan cédula is issued, we can remotely register you with the Paraguayan tax office (SET) and give you precise instructions for filing the monthly IVA (VAT) returns.
The Paraguayan immigration office now requires non-zero monthly declarations for a permanent-residency application (see Paraguay permanent residency: the new conditions for 2026). To file them, we give clients a detailed step-by-step manual and our own marangatu-residencia app. Set it up once and it runs the whole monthly cycle in the Marangatu system automatically (issuing the invoice, assigning it to the right tax and filing the declaration). You can invoice, for example, for renting out your property in Paraguay or for services provided to our other clients. You file the declarations yourself; if you want, we can connect you with a Paraguayan accountant.
Most other agencies charge a monthly flat fee for filing declarations. We can handle it without a monthly fee: our automated scripts let you do it yourself.
5. Remote request for ‘proof of address’ (‘la vida y residencia’) and a tax certificate
For all our clients, we can remotely apply for the official “la vida y residencia” document, which banks and crypto exchanges accept as a legal “proof of address”, for example in the KYC process.
Similarly, we can request an official tax certificate if the tax authority in the client’s home country requires one.
6. Paying with crypto: for our services, and for taxes and services in Paraguay
Liberation Travel is a 100% crypto company. As a company, we do not have and do not want a bank account. You can pay for our services with Monero, Bitcoin (including Lightning), Zcash (ZEC), or stablecoins and avoid being spied on by banks or the state.
On top of that, we are the only agency that lets its clients pay for services in Paraguay directly with crypto, without a Paraguayan bank account or a Paraguayan VPN. 7. SIM cards and bank accounts in Paraguay, Georgia and Kyrgyzstan
We have helped many of our clients get a Paraguayan SIM card (even remotely) and open a bank account in Paraguay (Banco Familiar, ITAU, UENO, or Sudameris). Paraguayan bank accounts, however, are often limited by your monthly income. If you don’t have a local Paraguayan income, we can open, completely remotely, a premium bank account at Georgia’s TBC Bank, whose cards work great not only in Paraguay but worldwide. We can also open a non-CRS bank account in Kyrgyzstan, which reports nothing about you automatically. 8. Paraguayan and international driving licences, arranged remotely
Without you having to come to Paraguay, we can remotely arrange a Paraguayan driving licence together with an international driving permit. With the international permit you can drive in other countries too.
